The Egyptian state recognized the great necessity to restructure the water and wastewater sector to ensure the achievement of the strategic objectives targeting the Egyptian citizen benefit. As a result, the state decided to establish a Holding Company for Water and Wastewater and an Egyptian Water and Wastewater Regulatory Agency by presidential decrees issued in 2004.
The Holding Company for Water and Wastewater was founded by Presidential Decree No. 135 of 2004 on establishing a holding company for water and wastewater and its subsidiary companies. It has its legal personality and is subject to the provisions of Law No. 203 of 1991 and its executive regulations.
According to the third paragraph of the mentioned presidential decree, the public economic institutions and public sector companies for water and wastewater were transformed into subsidiary companies of the Holding Company subject to the provisions of the Public Business Sector Companies Law issued by Law No. 203 of 1991 by which the number of affiliated companies is 25 affiliated companies serving 27 governorates.
