Integrated Sanitation and Sewerage Infrastructure Project
Due to the extensive geographic coverage of the proposed project and the uncertainty of the exact development schedule of the utilities and infrastructure in all project phases, an Environmental and Social Impact Assessment Framework (ESIAF), rather than a detailed Impact Assessment, has been prepared. The ESIAF has been prepared following Terms of Reference prepared by HCWW, and cleared by the World Bank. The objectives of the ESIAF are to:
Assess the potential environmental and social impacts of the project in the project Areas.
Compare the impacts in relation to relevant national and international Requirements and guidelines.
Develop screening criteria for acceptability of project intervention from Environmental and social aspects.
Develop an environmental and social management framework for the mitigation of the potentially negative impacts and for monitoring compliance with the relevant environmental laws and standards.
Assess the institutional capacity of the implementing agencies regarding Environmental and social measures and recommend measures for capacity Building.
Develop a Resettlement Policy Framework (RPF) to address cases where involuntary resettlement may occur.
Parallel to the preparation of this ESIAF a Feasibility Study for the project is currently being prepared, in which the expected interventions of the ISSIP and the overall Strategic Sanitation Plan have been preliminary identified. Also a Water Quality Modeling has been prepared to provide guidance for appropriate monitoring of expected water quality improvements, and adequate degree of treatment to meet water quality objectives in receiving watercourses. A summary of the Water Quality Modeling Report is presented in Annex 1. Strong coordination has been established between the environmental/social consultants, the Feasibility Study consultants and the water quality consultant, in order to add the environmental and social issues to the ISSIP decision making process for selecting most feasible implementation options. The ESIAF has been prepared by environmental and social consultants from EcoConServ Environmental Solutions (ECS).
